Frequently Asked Questions

Does SUBA tell you what to do?
The SDU team is composed of two City of Salinas Police Officers. We are supervised by Sgt. Jay Malispina, the Community Services Sergeant and are ultimately directed by the Chief of Police. Our task is to provide Police services above and beyond what is already provided by the Patrol Division. Our goal is to improve the quality of life of the area by eliminating blight through proactive enforcement. SUBA does not mandate what we do but does voice the concerns of the business community that it is paid to represent. Those concerns assist us in deciding where and how to take enforcement action.

Why did I get a Notice of Violation?
Notices of Violation are sent to property owners or property residents that are responsible for a violation of a City Code on the property. The notice is used to inform the responsible person about a problem that needs to be corrected. The specific problem is written on the notice with a deadline for correction. A citation will be mailed out if the violation is not corrected by the deadline or if we don't hear from you.

Why are you picking on me? Someone else is doing the same thing elsewhere?
Our area has over 600 businesses and we treat everyone as fairly as possible. We have issued many notices and citations to businesses just like yours for the same kind of issues. Although it may seem that we are picking on you, that is just not true. Our unit addresses many issues in a large area of town. We don't get to see each and every violation out there but we will take your complaint regarding another property in our area. Our goal is for everyone in our area to comply with the law.

Why don’t you go after the real criminals?
The little details like weeds, trash, abandoned cars, and graffiti to name a few are those issues that scream out to prospective customers to stay away. The little crimes reduce property values, reduce the customer base, and lead to an increase in the "real crimes."

Our department has special units that include traffic, vice/narcotics, school resources, violence suppression, gang task force, canine, and others. Each unit has a specialty and ours is dealing with the quality of life crimes. We already have regular patrol and other special units seeking out the “real criminals.”

Where can taxicabs park?
Taxicabs are only allowed to park at locations designated by the City as taxi stands.
