My neighbors keep a rooster in their backyard. Is this legal?
No. The Salinas Municipal Code prohibits any fowl or livestock to be kept as pets. This includes pigs, goats, sheep, chickens, ducks, etc. Roosters are especially bothersome because of the noise they create and the fact they are sometimes used for cockfights and gambling.

A Salinas Police Officer observed an occupied suspicious vehicle and made contact with the a subject, later identified as Juan Solis, 30. Solis was found to be in possession of a burglary tool and was arrested. A search of Solis and his vehicle revealed hundreds of pieces of US Mail from several jurisdictions; the Monterey Peninsula, Prunedale, Lemoore and Hanford. Multiple identification cards, personal and business checks, vehicle registration tags and credit cards were recovered. Solis was found to have a computer and printer in his vehicle. Solis' bail was increased to $500,000.00. Solis was lodged into the Monterey County Jail for a variety of charges. Investigation to continue.
