My neighbors keep a rooster in their backyard. Is this legal?
No. The Salinas Municipal Code prohibits any fowl or livestock to be kept as pets. This includes pigs, goats, sheep, chickens, ducks, etc. Roosters are especially bothersome because of the noise they create and the fact they are sometimes used for cockfights and gambling.

UPDATE to double fatal pedestrian / vehicle accident
This is an update to the fatal vehicle collision that killed 2 women near the intersection of E. Laurel Dr. and Constitution Blvd in Salinas on 11-20-13.
Cynthia Lane, 57, is the female that was released from NMC and walked into the intersection and tried to get into a vehicle at the above location. After the vehicle drove off, Lane fell to the ground. Security guard Linda Rascon Williams, 24, saw Lane fall and ran out to help her. Both women were hit by a vehicle driven by Francisco Miranda, 23. Both Lane and Williams died as a result of being hit by Miranda's vehicle.
Francisco Miranda had 2 prior DUI's this year, making this his 3rd DUI. He was booked into Monterey County Jail for 2 counts of Murder, Felony Driving under the Influence of a Controlled Substance, Felony Hit and Run and Driving on a Suspended License.
